米国トランプ政権(と共和党)が推し進めた大型減税が、富裕層や大企業ばかりを優遇して、結果として一部の中間層の増税に繋がったり低所得層の更なる貧困化を招いたりしているとのことです。国の借金を増やして無駄遣いしているだけだと批判されています。
その減税案の一部で、アメリカの貧困地域を活性化させるという建設計画に、巨額の投資が集まっているとの事です。ところが内実は、裕福な地域で超高級アパートや豪華ホテルなどが建設され、貧困地域は置き去りにされているとの事です。
恩恵を受けている受益者の中には、トランプ家の家族や支援者、政権幹部、政治家、大手不動産業、投資会社、大手銀行等の名が連ねているとの事です。
もともとは、貧困地域での経済的機会を増やすという指定区域 (Opportunity Zone) が定められ、投資による利益への免税が受けられるという計画とのことです。ところが、貧困でない地域が自治体や政府によって指名され、高収益が見込まれる裕福な地域ばかりで開発が進められているとの事です。
もともと投資者側によって発案された免税案で、政治的根回しや献金によってトランプ減税案に盛り込まれたとの事です。１０年間で７０％の見返りもあり得るとの事です。
